Asbestos rules are changing on several fronts at once: the regulations themselves, how HSE enforces them, what Parliament and campaigners want, and the standards the industry sets for itself. This page tracks each issue in one place, with its current status and what it means for licensed removal contractors, surveyors, analysts and the buyers who hire them. We update it whenever the rules change.

Control of Asbestos Regulations 2012 reformPlannedAt HSE’s annual general meeting on 28 July 2026, chief executive Sarah Albon said HSE will pursue targeted reforms of the regulations where evidence shows further action is needed, alongside a prioritised research programme. No draft or consultation yet. Expect proposals to focus on exposure reduction. Firms that can already evidence good control will be best placed. Read our regulations reform guide.
Control limit (0.1 f/ml)Decided: unchangedHSE reviewed the evidence after the EU lowered its limit and kept the Great Britain control limit at 0.1 fibres per millilitre over four hours, citing competence and site discipline as bigger factors. No change to air monitoring or licensing thresholds. HSE says it will keep watching, including the EU’s planned 2029 review.
Enclosure leak testing guidanceApproved for publicationAn industry group finalised an appendix setting out when enclosures should be leak tested and how the decision is recorded.Expect clients and auditors to ask how leak test decisions are made and documented. See our leak testing guide.

Enforcement

IssueStatusLatestWhat it means for contractors
Duty holder inspection campaignOngoing through 2026HSE is inspecting building owners, landlords and tradespeople across offices, schools, hospitals, shops and places of worship, citing missing management plans, weak training and poor arrangements for work. Each finding creates survey, re-inspection, training and remediation work. Councils are already facing large bills, such as a reported £500,000 after inspections in Cumberland.
Liability of third-party advisersNew emphasisAt the July 2026 AGM, HSE’s director of regulation said HSE would hold third-party advisers to account where duty holders fail because they relied on poor advice.Surveyors, consultants, analysts and occupational health providers face greater personal and company risk. Read our guide to sections 36 and 37.
Laboratory mystery shopper studyPublished 2026HSE sent validated samples disguised as routine work to 59 laboratories between October 2024 and February 2026. Asbestos was detected in almost every case, but errors on multi-type samples were far higher than in proficiency testing and few labs flagged a deviating sample.Clients will ask laboratories harder questions about quality control. Labs that can explain their checks clearly will stand out. Read our guide to the study.

Parliament and policy

IssueStatusLatestWhat it means for contractors
National Asbestos TaskforceCampaigningLaunched in April 2026. On 28 July 2026 it wrote to the Prime Minister calling for the 2022 Work and Pensions Committee recommendations to be implemented. ARCA is a signatory. If policy moves from managing asbestos to planned removal, demand for licensed removal would rise sharply and capacity would become a constraint.
40-year removal deadline and central registerNot adoptedRecommended by the Work and Pensions Committee in 2022 and rejected by the previous government. Debated again in Parliament in June 2025. The current government has rejected a national register for schools, citing duplication.Watch for any change of position. A register or deadline would reshape public sector programmes and frameworks.
Mesothelioma deathsLatest data: 2024HSE statistics record 2,146 mesothelioma deaths in Great Britain in 2024, with around 13,000 deaths a year estimated from occupational cancers and lung diseases. The figures underpin every campaign for faster removal and keep asbestos high on the political agenda.
